Final Declaration

After their meeting, discussions and exchanges of experiences, in Budapest on August 29, 2009, the participants to the European Conference to “define a strategy to enforce Human Rights”;

Reaffirming that the respect of the Human rights of the people who are living with different  disabilities needs to raise awareness of the entire society on the solutions and attitudes that have to be implemented and learned,

Recognizing that the experience of the disabled people is an essential source of knowledge for the implementation of the CRPD and that people with experiences of living with disabilities are efficient and powerful Human Rights advocates.

After having identified their common needs to support each other to lobby and increase the knowledge of their political leaders and all the members of their communities on the respect of the Human Rights of the Disabled People,

After having defined a common strategy to reinforce, to encourage and to support the participation of the people with disabilities at all levels of the implementation processes of the CRPD.

This Declaration engages the National Assemblies of DPI-Europe to create a European Non Governmental Organisation for the support of the Defenders of the Disabled People Human Rights, i.e. “The Coalition”

The actual members of DPI-Europe will automatically be members of the new organization.

The participants of the regional assembly of DPI Europe give the mandate to the new elected board to recruit new members in the European countries where there is no DPI Member.

The goal of “the Coalition” is to achieve the Human Rights of women and men, girls and boys with disabilities and it will focus in particular on the implementation of the following and non-exhaustive goals:

§To coordinate and to support the actions of the national members to implement the Human Rights of women and men, girls and boys with disabilities.

§To lobby the involved authorities to reinforce the participation and inclusion of women and men, boys and girls with disabilities in all areas.

§To support the process of ratification, implementation and monitoring of CRPD and facilitate the exchange of experiences regarding these activities. 

§To produce accessible training material to promote, inform, train and raise awareness on the Human Rights of women and men, girls and boys with disabilities.

§To organize meetings and training on the UN Convention process.

§To facilitate dialogue between the members of the Coalition and national, European and international institutions and NGOs.

§To implement the action plans and strategies defined and adopted by the participants of this assembly.

§To develop and obtain the participation of women and men, girls and boys with disabilities at the European, National and Community levels.

§To achieve the implementation of European, National and local trainings of trainers with a disability.

§To support the efforts of disabled people s organisations internationally to achieve full respect for their Human Rights as elaborated in the CRPD.

§To advocate for research and disaggregated data collection on the living conditions of women and men, girls and boys with disabilities.

§To develop partnerships and engage with psychosocial activists and to support them to be well organized and represented.

§To facilitate dialogue between women and men, girls and boys with disabilities and researchers on technologies and biomedicine.

§To work on an equal gender basis and to promote the voice of women with disabilities and to support their representative movements.

§To develop new alliances with the European Human Rights Movement.

§To advocate and promote independent living for women and men, girls and boys with disabilities in their communities.

Functioning Principles

1.Members: The members of the Coalition are the current members of DPI-Europe and other organisations of women and men, girls and boys with disabilities from the Member Countries of the Council of Europe and other European Countries.

2.Location: “The Coalition” will be based in Strasburg, France, under the French Law.

3.Administration: The Board elected by the DPI-Europe’s regional assembly have the mandate to:

a)Elaborate the statute and the by laws of the Coalition, conform to the present principles included in the 3 pages of this document.

b)Coordinate the discussion on the statutes and By Laws by e-mail and finalize their adoption and signature by the members.

c)Organise a first European General Assembly before December 2011 at the latest.
